The Citadel Futbol Club would like to invite your club/team to participate in the 26th Annual Fort Wayne Invitational scheduled for August 17, 18, and 19th, 2012 at Kreager Park in Fort Wayne, Indiana.

For over a quarter of a century the Fort Wayne Citadel Futbol Club showcases one of the largest tournaments in the area each year. The Fort Wayne Invitational is the premier tournament for this region, with hundreds of teams having attended this event in the past two decades. This tournament has drawn teams from Indiana, Ohio, Kentucky, Michigan, Illinois, Wisconsin, West Virginia, Alaska and Canada. We are confident that you will enjoy our city as you participate in this year's tournament.

This tournament has been developed for all levels of teams from State Cup Champions, Premier Teams and Club Teams. Boys and girls division will include U9 thru U19 teams. Each participating team will play a minimum of three games in each division. Individual trophies will be awarded for 1st and 2nd place teams in the U11 thru U19 divisions (U9 and U10 participation only). We will be following the IYSA recommended implementation of the USYSA small sided format: 6 V 6 for U9’s and U10’s; 8 V 8 for U11’s and U12’s; and 11 V 11 for the U13’s and U14’s.

All applications and entry fees must be received no later than August 1, 2012. Make checks and money orders payable to Citadel FC or pay by credit card during your application process. Once a team has been accepted, the entry fee is forfeited if that team later withdraws. Teams that are not accepted will have their entry fee returned to them with their letter of notification.
We are again negotiating favorable group rates at many area hotels in an effort to provide you with the highest quality; service; and organization. SiteSearch will be handling our hotel reservations so that we may simplify your hotel accommodations. Your support of our system is required so that we may offer you one of the best tournament experiences.
It is the responsibility of the team representative and coach to be completely familiar with the tournament rules as well as USYSA tournament procedures and requirements.
All matches will be played under international rules (FIFA) as modified below.
Eligibility and Credentials
- This tournament is open to accept teams composed of not more eighteen (18) players for ages U13 through U14; fourteen (14) players for ages U11 and U12; and twelve (12) players for U9 and U10.
- Five (5) guest players may be added to the original state approved roster provided all players have validated player passes.
- No player shall be allowed to Register/Play with more than one team or switch from one team to another once rosters have been frozen at the team registration.
- Officially approved player cards/passes must be presented at registration and before each game to the center referee or the field marshal.
- All teams must have rosters, release forms, player passes, player birth certificates, and travel permits (out of state teams) for approval at team registration.
- No roster changes will be permitted once rosters have been frozen at the team registration.
- The player card / pass of any ejected player will be delivered to the Center Referee with a report written on the team’s game card concerning the reason for the ejection. The player card may be retrieved after the suspension is served by the coach or manager from the Tournament Headquarters.
- An ejected player may not participate in the team’s next scheduled game at this event.
- If a player who is not properly registered participates in any game, that game shall be automatically forfeited to the opposing team 3-0.

U9 and U10 Games
PLAY: 6 V 6
FIELD: Small sized fields will be used.
GOAL: Under sized goals (6 X 12) will be used for U9 and U10.
OFFSIDE: No off sides will be called for U9 and U10; however “cherry picking” will be discouraged.
*Goalkeeping regulations for U9 and U10 - throwing, rolling and punting.
*Participation awards will be given to all U9 and U10 players.
U11 and U12 Games
PLAY: 8 V 8
FIELD : Medium sized fields will be used.
GOAL: Under sized goals (6 X 18) will be used for U11 and U12 teams.
*Championship and runner up awards will be given for U11 thru U12 teams.
U13 through U14 Games
PLAY: 11 V 11
FIELD: Full sized fields will be used
GOAL: Full sized goals (8 X 24) will be used
*Championship and runners up awards will be given for U13 thru U14 teams
Uniforms and Equipment
The home team is required to wear a light colored jersey. The visitors will wear a dark jersey. If there is a conflict, the offending team will be required to make the change. The home team will also provide the game ball. Each player must wear shin guards and an official uniform with a number on the back.
Referees
U9 and U10 games will have a center referee and two club linesman if requested by the center referee.
U11 thru U14 games will have a center referee and two assistant referees.
Forfeits
Teams are required to arrive at the appropriate field twenty (20) minutes prior to the scheduled game time. Tournament field marshals will conduct the check-in process at this time. All players and coaches/team representative must be present. Teams are required to start games on time. Any team that is ten (10) minutes late for a game will forfeit that game. According to FIFA rules, seven (7) players are needed to start the game. A team’s failure to complete a match or leaving the field during play will result in forfeiture.
Failure to Show - Forfeits
The Tournament Director will make the final decision if a forfeit shall be allowed depending upon extenuating circumstances that may have prevented a team from making the game on time. If a forfeit is determined, the winning team will be awarded a score of 1-0 and will receive only 3 points for the win. In the event of a forfeit in a group, all teams in the group will be awarded the same points. No team that has forfeited a game will be declared a group or division winner.
Substitutions
Substitutions may be made and will be enforced by the referee in accordance to the FIFA Substitution Procedure and will be in effect for all age groups:
- Before goal kick;
- After a goal is scored;
- Before a throw-in in your favor;
- At halftime;
- On a yellow card or in case of injury: In the event of a yellow card or an injury, the opposing team will also be allowed to substitute, one (1) for one (1).
Standings and Scoring
Each team will be awarded three (3) points for a win, one (1) point for a tie and no points for a loss. The point standings will determine the group winner. In the event of a tie in the preliminary round standings, the following procedure will be used to determine the winner that will advance to the final round:
- Winner of the games played between tied teams. These criteria will not be used if more than two teams are tied.
- Goal differential (goals scored vs. goals against), maximum three (3) spread per game.
- Fewest goals allowed.
- Most goals scored (maximum four per game).
- Penalty kicks (time and place to be determined with the site coordinator & coaches of tied teams).
Final Round
In the event the teams remained tied at the conclusion of the regulation time, Two (2) further equal five (5) minute periods will be played in their entirety.
In the event the teams remained tied after overtime periods have been played, the FIFA Kicks from the Penalty Mark regulations will be used to determine the winner.
Game Clock
The game clock will not be stopped because of an injury to any player except at the discretion of the referee. Due to the time allowed for the competition of all games, the clock must be allowed to run continuously.
Score Cards
The referee will give the completed match report card to the Field Marshal after the game. At this time, each coach must verify the score by signing the card. When the coaches have signed the card, the game results are final.
Field Arrangement
Both teams will be on the same side of the field with all spectators on the other side. At no time will any spectators be allowed behind the goals. The Field Marshall will determine which side is used. Each team is allowed up to three team officials with validated cards on the same side of the field as the teams but must remain in the bench area unless permitted on the field by the referee.
Player and Team Conduct
There will be no dissent between players and/or coaches and the referees. All coaches are urged to solicit the support of their fans in monitoring this policy. It makes for a better game and tournament for all. Any player or coach ejected from a game, whether by a red card or two yellow cards, will be ineligible to participate in that team’s next game in this tournament. For this ejection, the player card / pass is to be retained by the Field Marshal and returned to the Tournament Headquarters. Ejected coaches must remove themselves from sight and sound of the playing field. If an infraction occurs in the last game of a division, the ejected coach, if also coaching a team in another division, will be ineligible for the following game in that division. Ejected players are to remain on the sideline under the coach’s supervision or report to the Tournament Headquarters. In the event of an ejection, the offending team may not replace the ejected player.
Weather
Tournament games will be played rain or shine. If a game is suspended due to an electrical storm, tornado warning or situations beyond control, players, coaches and fans must leave the playing fields. A representative from each team must check in with the Headquarters Tent for further instructions. Games interrupted in the second half will be recorded as a completed game with the recorded score at the point the game was stopped. Game interrupted in the first half will resume play from the point where the game was stopped or to completion of at least the first half and record the game as complete. The decision of the Tournament Director is final. The tournament committee also reserves the right to supply water breaks with the time stopped due to weather conditions. The decision of the Tournament Director is final.
Cancellation Policy
Citadel FC will not be responsible for any expenses incurred by any team in the event games are discontinued or canceled due to inclement weather or adverse field conditions. 60% of the fees will be refunded if the tournament is canceled prior to the first game being played. In lieu of a refund a team may apply the total fee toward next year's event and only be responsible for any difference in fees for the next year. No refunds will be given once the first game of the tournament has been started. All decisions and / or interpretations made by the Tournament Director are final.
Protests
NO PROTESTS WILL BE ALLOWED
Security Plan
The host site will hire an off duty officer to protect participants, facilities, and supplies. Security will be on site at all times while games are being played. Security will begin approximately 30 minutes prior to the start of games and end approximately one (1) hours after the conclusion of the last game. The officer will have communications with the Tournament Director via a radio.
Medical Coverage
The host site will provide coverage in the arrangement of Athletic Trainers to evaluate and treat injuries sustained by the participants. The medical staff will only provide basic first aid care and will refer all serious injuries and/or conditions to the nearest medical facility which can handle the emergency unless specified by the parent or acting guardian. The Athletic Training staff will not make return back to play decisions without the consent of the parent. All injuries seen by the Athletic Trainers will be documented and copy of the evaluation given to the parent or coach. Allliabilities are with the parent or coach if he/she does not follow the recommendations provided to them by the Athletic Training Staff.
In the unlikely event that these rules differ from the rules published in the program, the rules posted at the Tournament Headquarters will take precedence.
